2025 Capital Works Program
Overview
As part of the City of Lacombe’s 2025 Capital Improvements Program, a series of infrastructure upgrades are planned at various locations throughout the City. The planned improvements include:
- Road rehabilitation and paving
- Select sanitary, water, and stormwater infrastructure replacements
- Sidewalk and crosswalk enhancements
Construction is scheduled to begin in June 2025 and is expected to be complete by September 2025.
Border Paving Ltd. has been selected as the City’s prime contractor and will be responsible for developing a detailed construction schedule and traffic accommodation plan. This will include communication about property access, garbage collection, and other key impacts for affected residents and businesses.
Estimated Cost: $1,006,000
Scope of Work:
- Stormwater infrastructure replacement
- Sanitary sewer replacement
- Gas line replacement (by ATCO)
Estimated Schedule:
- North Lane: Early September to Mid-October
- South Lane: End of July to Start of September
Construction Impacts:
Deep utility replacements will require temporary lane closures. Garbage collection services will be adjusted during this time, and impacted property owners will be notified in advance.
Estimated Cost: $551,000
Scope of Work:
- Asphalt rehabilitation
- Select deep strength pavement replacement
Estimated Schedule:
- First two weeks of August
Construction Impacts:
Temporary lane closures will be required during milling and paving operations. Traffic will be maintained using flaggers.
Estimated Cost: $1,342,000 million
Scope of Work:
- Stormwater replacement
- Water main replacement
- Sanitary replacement
- Select sidewalk replacement
- Asphalt rehabilitation
Estimated Schedule:
- Underground Work: Last week of June to the end of July
- Base Work and Paving: Mid-July to end of August
Construction Impacts:
- 53 Street between 54 Avenue and 56 Avenue will be closed for multiple weeks during deep utility replacements.
- The road will re-open prior to the start of school on September 2.
- Temporary lane closures will occur during paving, with flaggers maintaining traffic flow.
Estimated Cost: $726,000
Scope of Work:
- Asphalt rehabilitation
- Stormwater replacement
- Installation of Rectangular Rapid Flashing Beacons (RRFBs)
- Targeted sidewalk replacement
Estimated Schedule:
- Underground Work: Mid-June
- Base Work, Concrete and Paving: Early-July to Mid-August
Construction Impacts:
Temporary lane closures will be in place during stormwater replacement and asphalt rehabilitation. Flaggers will be on site to manage traffic.
A new concrete swale will be installed at the intersection of 54 Ave and 49 Street, which will require a temporary intersection closure for 7-8 days. Residents will be able to access 49 Street from 53rd and 56th Avenue.
Estimated Cost: $240,000
Note- An additional $296,000 for parking lot surface work to provide access from 49B Avenue and re-pave is funded under the 49C Avenue Plaza project. Details for that project can be found here.
Scope of Work:
- Reconfiguration of the parking lot to allow through-traffic between 49B Avenue and 49C Avenue
- Stormwater infrastructure replacement
- Select sidewalk replacement
- Addition of 9 new parking stalls
Estimated Schedule:
- Removals: First week of June
- Stormwater Work: Mid-June to end of June
- Base Work, concrete, and Paving: Last week of June to Mid-July
Construction Impacts:
Stormwater work will result in temporary parking loss and access restrictions. Construction will be phased to maintain access to businesses and maintain a portion of parking lot availability.
Telford RRFB Location
Estimated Cost: $318,000
Scope of Work:
- Installation of Rectangular Rapid Flashing Beacons (RRFBs)
- Construction of new sidewalk between Taylor Drive and Terrace Heights Drive
- Catchbasin Rehabilitation
Estimated Schedule:
- Stormwater Work: Early August
- Base Work, concrete, paving, and RRFB install: Mid-August to Early September
Construction Impacts:
Temporary lane closures will be required during stormwater replacement and asphalt rehabilitation, with flaggers on site to manage traffic flow. Temporary parking lane restrictions may also occur during sidewalk construction.
Estimated Cost: $TBD
Scope of Work:
- Replacement and widening of sidewalk
- Installation of two concrete bulb-outs featuring greenery, benches, and garbage bins
Estimated Schedule:
- Early to Mid-September
Construction Impacts:
Temporary driving lane restrictions will be in place during phases of construction, with traffic directed by flaggers. Sidewalk replacement will also require temporary parking restrictions in the area. Access to businesses will be maintained.
The total budget for the 2025 Capital Works Program is $4.34 million, funded through a combination of provincial grants and municipal reserves.
