Timeline of the Municipal Development Plan Update: Growing Lacombe

The following is a timeline of key events in preparing the draft Municipal Development Plan.

  • September 2013 – Council approves working plan to review and update the Municipal Development Plan
  • October 2013 – branding for the Municipal Development Plan: Growing Lacombe, is unveiled with a website launch and facebook page
  • October 2013 – December 2013 – a series of newspaper articles, along with regular updates on the MDP webpage and facebook page, identifying how a Municipal Development Plan impacts residents lives
  • October 2013 – December 2013 – a number of City documents and community plans from across Canada are reviewed to identify key links and best practice
  • January – June 2014 – City staff begin initial preparation of writing the document and identify key gaps in information
  • June – August 2014 – Retail Survey is undertaken; Public Consultation consultant is appointed;
  • September – October 2014 – Public Consultant prepares plan of consultation; Health Survey is undertaken; web survey of goals open to public for comment
  • October 7/8 2014 – Public Consultation Open House and stakeholder focus group sessions held to gain input on goals and direction for MDP
  • October – December 2014 – City staff review comments received and work to finalize draft document
  • January 22, 2015 – Focus group consultation held to review draft policies
  • January – February 2015 – consultant appointed to develop the final draft document; update policies to reflect January 22, 2015 session; prepare for Open House
  • February 19, 2015 – Public Open House
  • February 2015 – survey of draft document open to public
  • March 2015 - Public consultation ends and results are reviewed
  • March 2015 - legal review of documents undertaken
  • March/April 2015 - document updated based on comment received from public, stakeholders and legal review
  • April 7, 2015 - draft document presented to Council Committee for review; changes made    
  • April 27, 2015 – draft document, Bylaw 405, presented to Council for first reading, which incorporated changes requested by Council at April 7 Committee meeting
  • May 25, 2015 – public hearing: 4 oral representations and two written representations received; Administration presented a number of recommended changes to address consultation received; 2nd reading achieved
  • June 15, 2015 – Administration presented the document with some suggested changes based on the May 25 responses received; Third and final reading of the document achieved             

Bylaw 405 supercedes Bylaw 320 (the previous MDP).  Bylaw 411 is being brought forward to Council to formally rescind Bylaw 405, and will be presented for final reading after the 30 day appeal period for Bylaw 405 has passed.
